CHINA currency loan. The American Embassy inform me that the United States Government are confident of securing the assent of the Chinese Government to quadruple signature of loan agreement and proper supervision of expenditure, provided that the British, French, and German Governments do not raise question of appointment of joint advisers. The United States Government express the hope that the three Governments will, in the circumstances, support their demand for appointment of an American adviser only.
I have replied that as joint action seems to be requested, I must first consult the French and German Governments.
